The difference is that an effort to identify and ban thugs from English grounds. Not to say racism isn’t still an issue, but it isn’t normalised.

In contrast, there are overtly racists supporter groups attached to certain clubs, that are given a free pass to racially abuse who they want without any fear of reprocussions.
